About UTE

More than 25 years ago, a group of Douglas County residents established an organization with a clear and urgent mission: to help build a better workforce.

The group of men and women who came together to form this private, non-profit corporation were way ahead of the privatization curve. In 1975, there were few, if any, examples around the nation of private companies administering federally funded employment and training programs. The norm was that a state or local governmental entity administered the funds. These Douglas County citizens dared to think that a community-based organization, directed by a Board composed of local residents, could do a better job. Today, there are many examples of governmental entities finding better services and efficiencies by privatizing prisons, garbage collection, street maintenance and other services heretofore the exclusive province of the public sector.

UT&E provides a range of services to those seeking skills and jobs, and to employers looking for productive employees. For the most part, these services are provided free of charge. There are some job seeker services, however, for which certain eligibility requirements may apply (long-term occupational training, for example), and some services to employers which might require a fee.


Services for Job Seekers

For those who lack the skills to be competitive in the labor market, or who have been dislocated from their jobs, UT&E offers a range of services including labor market information, assessment and testing, career counseling, structured job search, financial assistance, and opportunities to gain valuable work experience in an instructional setting.

Services for Employers

Employers seeking qualified workers also have a range of services available to them including development of position descriptions, assistance with recruitment, screening of applicants, including testing and assessment, and structured interviewing.


Through continuous improvements in program design and implementation, UT&E strives to become a more and more valuable resource to our customers: individuals requiring training and retraining; employers who require a skilled workforce.

By combining integrity and enthusiasm in the way in which we conduct ourselves with our customers and employees, we will continue to increase UT&E’s value to our community.
